
2018 Changes
November 2018:
After two updates that added maps to every route page, it's time to do a
regular update. As I've written before, I'm do some remodeling around here. Over the past year, the site has been moved to HTTPS: all the time, and (as noted) maps will be added. I've
gotten a book on Responsive Design, and after I read it, I'll be moving
the site to a responsive design, together with some basic graphic changes
of the headers and menus. I have no plans to change the content or my
method of content generation. As always, I'm on the lookout for a good
WSYWYG with "Tags Mode" HTML editor that I like (both of the ones I use, HoTMetaL Pro and Amaya are abandonware). You can see my thoughts on what I would like from the redesign here; it also explains how the site is generated.
Moving on to the updates: Updates were made to the following highways,

Noted the useful responses to an AAroad query for when I move to the "one highway per page" as part of Phase 3 of the site refresh.
Updated the Chronology based on the Caltrans chronology.
Noted a change in the definition of a Landscaped Freeway. In January
2018, the California Assembly voted unanimously to endorse a plan that
could raise $500 million annually for each billboard classified as a
digital billboard. The revenue could be applied for road work in the
state. Sponsored by Assemblywoman Blanca Rubio, D-Baldwin Park, the bill
would convert the state’s signage definition from static signs to
include digital billboards. AB3168 would also clarify and limit what can
be considered as a landscaped highway. The change would permit existing
billboards to be relocated along highways. The digital billboards would
also be taller than existing billboards. State and federal law are set up
to protect landscaped areas along highways. Changes to allow affected
digital billboards in the Golden State would also require federal
approval. Failure to enforce federal law could result in the loss of 10
percent of federal highway funds. California receives $3.5 billion
annually from the feds, which equates to the possibility of losing out on
$350 million for failure to comply with the federal billboard rule. The
bill was approved by the governor 9/29/2018, Chapter 926, Statutes of
2018.

Reviewed the Pending Legislation page, based on the new California Legislature site. As usual, I recommend to every Californian that they visit the
legislative website regularly and see what their legis-critters are doing.
I noted the passage/veto of the following bills and resolutions (for some
of these, I've highlighted key phrases in red):
- AB 91 (Cervantes) High-occupancy vehicle lanes.
Existing law authorizes the Department of Transportation to designate
certain lanes for the exclusive or preferential use of high-occupancy
vehicles. When those exclusive or preferential use lanes are established
and double parallel solid lines are in place to the right thereof,
existing law prohibits any person driving a vehicle from crossing over
those double lines to enter into or exit from the lanes, and entrance or
exit from those lanes is authorized only in areas designated for these
purposes or where a single broken line is in place to the right of the
lanes, except as specified.
This bill would require the department to report to the
transportation policy committees of the Legislature, on or before
January 1, 2020, on the feasibility and appropriateness of limiting
the use of high-occupancy vehicle lanes to high-occupancy vehicles and
eligible vehicles, as defined, only during the hours of heavy commuter
traffic on both Route 91 between I-15 and I-215 in the County of
Riverside, and Route 60 in the County of Riverside.

- AB 2272 (Mayes) State highways: relinquishment.
This bill would authorize the commission to relinquish to the City of
Palm Springs any portion, or the entirety, of Route 111 within its city
limits, upon terms and conditions the commission finds to be in the best
interests of the state, if the department and the city enter into an
agreement providing for that relinquishment.

- AB 2473 (Bonta) State Highway Route 185:
relinquishment: City of San Leandro.
Existing law authorizes the commission to relinquish all or a portion of
Route 185 in the City of Hayward to that city, as specified, and to
relinquish all or a portion of Route 185 in the County of Alameda to
that county, as specified.
This bill would additionally authorize the commission to relinquish
all or a portion of Route 185 in the City of San Leandro to that city,
as specified.

- AB 2535 (Obernolte) High-occupancy toll lanes: notice of toll evasion violation.
Existing law requires an issuing agency or a processing agency to
forward a notice of toll evasion violation to the registered owner of a
vehicle that is found, by automated devices, visual observation, or
otherwise, to have evaded tolls on a toll road or toll bridge within 21
days of the violation, except as specified. Existing law requires the
notice of toll evasion violation to set forth the violation, including
reference to the code section violated, the approximate time thereof,
and the location where the violation occurred. Existing law also
requires the notice of toll evasion violation to include the vehicle
license plate number, a clear and concise explanation of the procedures
for contesting the violation and appealing an adverse decision, and, if
practicable, the registration expiration date and the make of the
vehicle.
This bill would also require the notice of toll evasion violation to
include a copy of photographic evidence on which the toll evasion
determination was based if the vehicle was found, by automated
devices, to have evaded the toll through failure to meet occupancy
requirements in a high-occupancy toll lane. Because this bill would
require an issuing agency or a processing agency to include additional
materials in the notice, it would impose a state-mandated local
program.
The California Constitution requires the state to reimburse local
agencies and school districts for certain costs mandated by the state.
Statutory provisions establish procedures for making that
reimbursement.
This bill would provide that, if the Commission on State Mandates
determines that the bill contains costs mandated by the state,
reimbursement for those costs shall be made pursuant to the statutory
provisions noted above.

- AB 2548 (Friedman) Commute benefit policies: Los Angeles County Metropolitan Transportation Authority.
Existing law declares that the fostering, continuance, and development
of public transportation systems are a matter of statewide concern.
Existing law creates the Los Angeles County Metropolitan Transportation
Authority, with various powers and duties with respect to transportation
planning, programming, construction, and operations.
This bill would authorize the authority to adopt, and revise as
necessary, a commute benefit ordinance that requires covered employers
operating within the authority’s area with a specified number of
employees to offer certain employees commute benefits, as specified,
except that the bill would prohibit the ordinance from affecting
employers covered by certain South Coast Air Quality Management
District rules or regulations. The bill would require the ordinance to
specify certain matters, including any consequences for noncompliance.
The bill would, if the authority adopts a commute benefit ordinance,
require the authority, before January 1, 2022, to submit a report to
the transportation policy committees of each house of the Legislature
and the Senate Committee on Environmental Quality that includes
specified elements.

- AB 2615 (Carrillo) State highway system: parks and recreation: accessibility for bicycles and pedestrians.
Existing law provides that the Department of Transportation has full
possession and control of all state highways and all property and rights
in property acquired for state highway purposes, including any portion
of a state highway within a state park. Existing law also authorizes the
department and any county having a park commission to enter into and
carry out cooperative agreements for the grading, development, planting
and maintenance of roadside areas, including a roadside park, along any
state highway and within the right of way of that state highway.
Existing law also authorizes the department to enter into any agreement
with the United States or any federal department or agency when the
construction of any federal facility or any feature of that facility
requires construction, relocation, or other change in any state highway
or bridge.
This bill would, to the extent possible, and where feasible and cost
effective, require the department to partner with appropriate public
agencies, including, but not limited to, the Department of Parks and
Recreation, any federal department or agency, and any regional or
local public entity, to develop strategies and plans to improve access
for bicycles and pedestrians to federal, state, regional, and local
parks adjacent to or connected to the state highway system.

- AB 2734 (Frazier) California Transportation Commission.
Existing law establishes in state government the Transportation Agency,
which includes various departments and state entities, including the
California Transportation Commission. Existing law vests the California
Transportation Commission with specified powers, duties, and functions
relative to transportation matters. Existing law requires the commission
to retain independent authority to perform the duties and functions
prescribed to it under any provision of law.
This bill would exclude the California Transportation Commission from
the Transportation Agency, establish it as an entity in state
government, and require it to act in an independent oversight role.
The bill would also make conforming changes.

by Governor. Veto Message: I signed legislation
in 2012 that affirmed the Commission's independent authority to
perform its duties and no evidence has been presented which would
suggest a need to now change the existing framework.
- AB 2865 (Chiu) High-occupancy toll lanes: Santa Clara Valley Transportation Authority.
Existing law authorizes the Santa Clara Valley Transportation Authority
(VTA) to conduct, administer, and operate a value pricing high-occupancy
toll (HOT) lane program on 2 corridors included in the high-occupancy
vehicle lane system in the County of Santa Clara and on Route 101 in the
County of San Mateo in coordination with the City/County Association of
Governments of San Mateo County and the San Mateo County Transportation
Authority, as prescribed.
This bill would authorize the Santa Clara Transportation Valley
Transportation Authority (VTA) to apply to the commission pursuant to
the above-described provisions to conduct, administer, and operate HOT
lanes or other toll facilities on Route 101 and a specified portion of
Route 280 in the City and County of San Francisco if the San Francisco
County Transportation Authority (SFCTA) approves the facilities before
VTA submits an application to the commission for approval. The bill
would require VTA to conduct, administer, and operate the facility in
coordination with SFCTA. The bill would require SFCTA, in
collaboration with the department and VTA, to develop the expenditure
plan and would require the governing board of SFCTA to review and
approve the expenditure plan and any updates.
Existing law authorizes VTA to conduct, administer, and operate a
value pricing high-occupancy toll (HOT) lane program on 2 corridors
included in the high-occupancy vehicle lane system in the County of
Santa Clara and on Route 101 in the County of San Mateo in
coordination with the City/County Association of Governments of San
Mateo County and the San Mateo County Transportation Authority, as
prescribed. For the value pricing program authorized on Route 101 in
the County of San Mateo, existing law requires all remaining revenue
generated by the program after specified expenditures are made to be
used in the corridor from which the revenues were generated
exclusively for certain purposes.
This bill would provide that those remaining revenues may also be
used for projects that benefit the corridor, as specified. The bill
would make other nonsubstantive and minor substantive changes.

Existing law establishes the Secretary of State as the chief elections
officer of the state.
This bill would create within the Secretary of State the Office of
Elections Cybersecurity to coordinate efforts between the Secretary of
State and local elections officials to reduce the likelihood and
severity of cyber incidents that could interfere with the security or
integrity of elections in the state, and to monitor and counteract
false or misleading information regarding the electoral process that
is published online or on other platforms and that may suppress voter
participation or cause confusion and disruption of the orderly and
secure administration of elections.

- SB 957 (Lara) Vehicles: high-occupancy vehicle lanes.
Existing state law authorizes the Department of Transportation to
designate certain lanes for the exclusive use of high-occupancy vehicles
(HOVs). Existing law also authorizes, until January 1, 2019, ultra-low
emission vehicles (ULEVs), and until September 30, 2025, or until the
date federal authorization expires, or until the Secretary of State
receives a specified notice, whichever occurs first, super ultra-low
emission vehicles (SULEVs), enhanced advanced technology partial
zero-emission vehicles (enhanced AT PZEVs), or transitional
zero-emission vehicles (TZEVs), as specified, that display a valid
identifier issued by the Department of Motor Vehicles to use these HOV
lanes. Existing law makes it a crime to drive one of those vehicles in
an HOV lane without properly displaying the issued identifier and having
the vehicle registration with the vehicle, or to operate or own a
vehicle displaying an identifier if the identifier was not issued for
that vehicle. Existing law makes identifiers for ULEVs valid until
January 1, 2019, and makes identifiers for SULEVs, enhanced AT PEZEVs,
and TZEVs valid until January 1, 2019, January 1, 2022, or January 1 of
the 4th year after the year in which they were issued, as specified.
Existing law, except as specified, prohibits a vehicle from being issued
an identifier more than once.
This bill would authorize an identifier to be issued commencing
January 1, 2020, until January 1, 2024, to SULEVs, enhanced AT PEZEVs,
and TZEVs for a vehicle that had previously been issued an identifier
and would make that identifier valid until January 1, 2024, if the
applicant for the identifier has a household income at or below 80% of
the state median income. The bill would require the Department of
Motor Vehicles to report to the Legislature the number of identifiers
issued pursuant to those provisions, and would require the report to
be issued after January 1, 2023, but before June 1, 2023. The bill
would prohibit a person who obtained an identifier for a vehicle prior
to January 1, 2017, from obtaining another identifier pursuant to

- SB 989 (Wieckowski) State highways: relinquishment.
Existing law provides that the Department of Transportation has full
possession and control of all state highways. Existing law describes the
authorized routes in the state highway system and establishes a process
for adoption of a highway on an authorized route by the California
Transportation Commission. Existing law authorizes the commission to
relinquish to local agencies state highway segments that have been
deleted from the state highway system by legislative enactment or have
been superseded by relocation, and in certain other cases.
This bill would authorize the commission to relinquish to the City of
Fremont a specified portion of Route 84 within its city limits, upon
terms and conditions the commission finds to be in the best interests
of the state, if the department and the city enter into an agreement
providing for that relinquishment.

- SB 1259 (Nielsen) Signage: tourist oriented directional signs.
Existing law authorizes the Department of Transportation to administer a
program for the placement of tourist oriented directional signs for
businesses, attractions, or facilities near state highways in
nonurbanized areas. Existing law specifies various requirements for
placement of these signs, including a requirement that the maximum
distance from a highway intersection to an attraction or facility may
not exceed 10 miles, except as provided.
This bill would exempt signs to facilities or attractions located in
the County of Tehama that are directly related to an American
Viticultural Area located in that county from this requirement. The
bill would also express the intent of the Legislature to authorize the
County of Tehama to place wayfinding signage on state highways in
support of an American Viticultural Area located in the county.
This bill would make legislative findings and declarations as to the
necessity of a special statute for the County of Tehama.

- SB 1328 (Beall) Mileage-based road usage fee.
Existing law requires the Chair of the California Transportation
Commission to create a Road Usage Charge (RUC) Technical Advisory
Committee in consultation with the Secretary of the Transportation
Agency. Under existing law, the purpose of the technical advisory
committee is to guide the development and evaluation of a pilot program
to assess the potential for mileage-based revenue collection as an
alternative to the gas tax system. Existing law requires the technical
advisory committee to study RUC alternatives to the gas tax, gather
public comment on issues and concerns related to the pilot program, and
to make recommendations to the Secretary of the Transportation Agency on
the design of a pilot program, as specified. Existing law repeals these
provisions on January 1, 2019
This bill would extend the operation of these provisions until
January 1, 2023. The bill would, in addition, require the technical
advisory committee to continue to assess the potential for mechanisms,
including, but not limited to, a mileage-based revenue collection
system, to use as alternative methods to the existing gas tax system
for generating the revenue necessary to maintain and operate the
state’s transportation system. The bill would, instead, require
the committee to gather public comment related to the assessment of
those mechanisms.

- $1,200,000 Humboldt 01-Hum-36 19.0/44.0: Route 36 Near Bridgeville,
from 0.3 mile west of Jaymar Lane to 1.7 miles west of Trinity County
line. Beginning on January 7, 2017, a series of storm events caused
multiple slides, sinkholes, slipouts, and distressed pavement.
Responding day and night to the damages, Department forces were
inundated beyond the Department's capacity. The project will remove and
dispose of slide debris and hazardous trees, support ongoing
geotechnical investigations, and repair roadway. Supplemental work that
consists of temporary shoring, excavation, guardrail repair, and
construction of Hilfiker Welded Wire retaining wall is needed to address
additional slides (PM 3.0 and PM 15.8) that are in proximity to existing
work limits. Additional supplemental work necessary to complete drainage
work at PM 16.21, 16.24, and 43.42. This supplemental will also allow
for the completion of work while maintaining the route open to traffic
at PM 31.4.
- $19,700,000 Mendocino 01-Men-1 75.5/76.5: Route 1 Near Westport, from
0.6 mile to 1.4 miles north of Blue Slide Gulch. Heavy rainfall in March
2016 caused sudden movement in the Westport Landslide Complex, causing
substantial settlement and cracking of the roadway. This project will
reconstruct the roadway, repair drainage, install a geotechnical
monitoring system, and install erosion control measures. The work is
necessary to prevent further roadway deterioration and pavement loss and
provide a safe alignment for the traveling public while providing time
for a more permanent repair strategy. Supplemental work is necessary to
construct solider pile ground anchor walls.
- $1,100,000 San Bernardino 08-SBd-15 160.8/161.1: Route 15 Near Baker,
at Valley Wells Safety Roadside Rest Area (SRRA). Four years of drought
have lead to a reduction in groundwater and water quality at the Valley
Wells SRRA, forcing this heavily used facility to be closed to public
use. An adjacent SRRA is also closed for similar reasons resulting in a
very large section of isolated Route 15 without these types of services
for the traveling public. This project will abandon the existing failing
well, drill a new well, and connect to the existing system, allowing the
facility to be reopened.
- $14,044,000 Lake 01-Lak-175 R25.0/27.5: Route 175 Near Middletown,
from 0.1 mile east of Putah Creek Bridge to Dry Creek Bridge.
Outcome/Output: Improve safety by widening shoulders, installing rumble
strips, improving roadside clear recovery zone, and extending existing
culverts. This project will reduce the number and severity of
collisions.
- $3,755,000 Lassen 02-Las-44 31.9/32.6 Route 44: Near Susanville, from

events, prevent lane closures, and restore safe passage for the

Phase 2 of the site refresh is done -- the second half of the "Mapping
Project Phase". In this phase, maps illustrating each route were added to
the County Sign Route pages. This uncovered loads of errors in the
database, and loads of errors in Google Maps. It also shows much more
visually the rhyme and reason behind the county sign routes. It is a shame
that the counties have not done a better job signing these routes or
calling attention to them -- many of them look quite useful and
interesting to drive. It is also interesting that many counties do not
choose to participate in the program, or do so only sparingly.
Next up: A normal update, processing headlines, legislative actions, and
CTC minutes.
July 2018:
July was not a normal update: It was phase 1 of the site refresh, also
known as the "Mapping Project Phase." In this phase, maps illustrating
each route were added to the pages. Future phases in this project will
include:
- Adding maps to the county highways, and conversion of the county pages
away from the "table" format.
- Potentially adding some more historical maps for the pre-1964 routes,
although Tom Fearer/Max Rockatansky/Challenger 66 may be
doing this on some of his blogs, and I may just point there.
- Reworking of the site to have one highway per page, instead of the
present eight per page.
- Adapting the site for responsive design.
June 2018:
OK, OK. I said I wouldn't let too much time elapse between updates. Life
got away from me. Deal.
I'm starting to get the urge to do some remodeling around here. I've already gotten the site moved to HTTPS: all the time, both on the blog side and on the
highways side. Next up will be moving to a responsive design, together
with some basic graphic changes of the headers and menus. I have no plans
to change the content or my method of content generation. Rather, the use
of icons as a menu with no text is very out of date; I'd rather go to a
more accessible and understandable approach with some drop-down menus, and
perhaps a nice graphic header. I did explore using a different CMS for the
highway side and integrating my generation approach, but I've come to
realize that is quite likely overkill. The problems I've got are (a)
finding a good WSYWYG HTML editor that I like (both of the ones I use, HoTMetaL Pro and Amaya are abandonware). Second is learning how responsive design works and
having the time to do it (this site was started in the earliest days of
the web). So comment if you have suggestions (or wish to volunteer to help
with the top level design), and be prepared for a new look at some point
in the future. You can see my thoughts on what I would like from the redesign here; it also explains how the site is generated.

Added some extensive history to Route 710 for the period before 2006, as
a result of some of my materials being used in an exhibition on the history and controversy over the Route 710 Gap Completion. Thanks also to Julia Tcharfas and Tim Ivison, the exhibition organizers, for the scans of the proposed Route 710 gap

I've begun the slow process of adding postmile references to ensure I present highway information in order. Notable routes where this has been done includes Route 1, I-5, Route 99, and US 101. The process of doing so uncovered a few errors in the site, which

there is a Route 101U, just as there was a Route 14U. There's also a Route 210U.
Reviewed the Pending Legislation page, based on the new California Legislature site. As usual, I recommend to every Californian that they visit the
legislative website regularly and see what their legis-critters are doing.

I checked the CTC Liaison page for the results of the CTC meetings from January through June 2018 (January 2018, March 2018, May 2018, June2018
(Agenda)). Given all the SB1 additions, I'm not updating simple
financial amendments or adjustments to project funding allocations. Agenda Item 4.4 from the March 2018 agenda is a good summary of the programs impacted by SB1 funds.
But, before we get into the Agenda Items, there's more. The following is
from March 2018 Agenda Item 4.29 (Tab 25), "Adoption of the 2018 State Transportation Improvement Program", Resolution G-18-16 (note that agenda item also includes the corrections from that meeting):
This book item includes the text that was part of the Staff
Recommendations. It does not include the 86 pages of spreadsheet tables
and their description that comprise the remainder of the Staff
Recommendations.
Here are the 86 pages of the STIP, as presented on February 28, 2018. This page has the items with any errata, and will presumably be updated. Then, of course, there is the SHOPP, which is more of a maintenance program. The DraftSHOPP
proposal was 428 pages of PDF. The final adopted SHOPP, again at the March Meeting, was 413 pages (plus someearly
financial allocations). Then, there's the 186 page Transportation Asset Management Plan. There was also the SB1 Project Map and Project List of over 5,000 projects. All of
these required review as part of these SB1 updates. As with my normal CTC
reviews, with respect to the SHOPP, my goal is not to record all changes
-- especially ephemeral ones or ones that do not substantially change the
routing. Translation: What I'm really interested in is the significant or
new: additions of lanes, significant reroutings, new bridges with
significant differences, and such. There are a number of bridge projects
to establish standard vertical clearances. I'm generally not including
those, especially if they don't include construction and construction
support, unless they really catch my eye.

replace a portion of the local funds with a federal grant (FAST Act) and
segment the project into Segment 2 (PPNO 0999B) and Segment 2A (PPNO
0999D); with Segment 2A being delivered in FY 2018-19. The Department also
proposes to program $3,350,000 of SAFETEA-LU Border Infrastructure Program

Avenue to Trancas Canyon Road/Broad Beach Road. Replace bridge. Note:
Preliminary engineering and consultation with the Los Angeles Dept. of
Public Works has determined that a longer bridge is needed to address
storm flows. The longer bridge will require significantly more complex
right of way which will take an estimated 24 months to acquire and can
not be completed within the current schedule. The right of way capital
costs are increased in anticipation of real estate price inflation.
♠ (Jun) (3) The Los Angeles
County Metropolitan Transportation Authority (Metro) proposes to amend the
STIP to program an AB 3090 replacement project (PPNO 4356A) in place of
the Route 138 Widening, Segment 6 project (PPNO 4356) in Los Angeles
County, currently programmed in FY 2019-20. Metro is ready to deliver the
project with local federal funds in FY 2018-19.

City and Lemoore, from Route 33 to the Fresno County line at various
