2026 Changes
June 2026:
This update covers April, May, and June 2026. Before we dive into the
updates to the California Highways site, an update on the California Highways: Route by Route podcast. - June | CA RxR 4.12: Route 14, Route 64, LRN 290: The Valley Freeways that Never Happened. Episode 4.12 starts our exploration of the last route of this season: Route 14. Segment (a) of
Route 14 is the unbuilt "Reseda to the Sea" freeway, so we take this
opportunity to discuss the unbuilt freeways of the San Fernando Valley:
the Reseda Freeway (Route 14), the Whitnall Freeway (Route 64), the
Laurel Canyon Freeway (Route 170), and the freeway plans for Sunland
Tujunga, the Angeles National Forest (Route 118, Route 122, Route 249),
and the plan for the Mulholland Expressway (Route 268). We also discuss
LRN 14 (part of US 40) and Sign Route 14 (which became Route 91). We'll
discuss the built portion of Route 14 between I-5 and US 395 in the last
official season 4 episode. With respect to Tom's sound quality: It's
better. Daniel's mic has an occasional "pop" or "thump" problems; we'll
hopefully fix that in Ep 4.13. We're also working to line up 2-3 bonus

- May | CA RxR 4.11: Route 13: Oakland and Berkeley. With Episode 4.11, our attention turns to Route 13. In this episode, we look
at LRN 13, Sign Route 13, and Route 13. LRN 13 was the Sonora and Mono
Wagon Road, which became today’s Route 219 and Route 108. Sign
Route 13 was short-lived, quickly being renumbered as Sign Route 17 and
Route 17, and is today’s Route 17, I-880, and I-580 N of the Bay
Bridge. The post-1964 Route 13 of today runs from Route 61 to Route 61
through Oakland and Berkeley, and is best known as the Warren Freeway
and Ashby Blvd. As for Route 61, you’ll just have to listen to the
episode. Next time: In Ep 4.12, we’ll look at Route 14 and the
unbuilt freeways of the San Fernando Valley. Lastly, note that in this
episode Tom was having microphone trouble, so his sound is a bit off

- April | CA RxR 4.10: Route 12: Into the Sierras. Episode 4.10 concludes our exploration of Route 12 with an exploration of the final
section of the route: From Route 99 in Lodi to Route 49 near San
Andreas. This is a segment that travels through the foothills of the
Sierras, running through Lodi, Lockeford, Clements, Valley Springs, and
San Andreas along what was originally LRN 24. We also review LRN 12,
which we visited before in our episodes on Route 8, for LRN 12 became
I-8 between San Diego and El Centro. In our next episode, our attention
turns to Route 13, and includes a discussion of LRN 13, the original
Sign Route 13 which was quickly renumbered as Sign Route 17, and
today’s Route 13 which runs through Oakland and Berkeley, although
the route is unconstructed between the Oakland Airport and I-880. (Spotify for Creators)
- March | CA RxR 4.09: Route 12: Crossing the Wetlands. Episode 4.09 continues our exploration of Route 12 through an exploration of the
middle section of the route: From Fairfield/Cordelia through the "Drive
to Stay Alive" corridor, on through the wetlands of Rio Vista, and into
the central valley and Lodi. We explore the big change in routing that
happened in Rio Vista. We also look at some major projects within this
segment, as well as some of the interesting names. We also review LRN 12, which we visited before in our episodes on Route 8, for LRN 12
became I-8 between San Diego and El Centro. Our exploration of Route 12
will conclude in Episode 4.10, which will cover Route 12 from Route 99
to the Sierra Foothill and San Andreas, where it meets Route 49. (Spotify for Creators)

Started work on Season 5 of the Route by Route podcast. Research for and
preparation of the episodes posted or written during this period resulted
in changes and updates to the following routes: LRN 14, I-15, Route 24,
Route 31, US 66, Route 71, Route 79, Route 91, US 95, Route 103, Route 163, Sign Route 195, Route 206, Route 215, Route 252, Route 371, US 395,
I-710, Sign Route 740.
Reviewed the Pending Legislation page, based on the California Legislature site, for bills through 2026-06-20. As usual, I recommend to every Californian
that they visit the legislative website regularly and see what their
legis-critters are doing. As many people are unfamiliar with how the
legislature operates (and why there are so many "non-substantive changes"
and "gut and amend" bills), I've added the legislative calendar (updated for 2026) to the end of the Pending Legislation page. This is early in the even-numbered year session, so
there's a lot of introduction of placeholder bills, and a lot of amending
of those placeholder bills (and bills that remained active from the
previous year). Noted the passage of the following bills / resolutions (I
also identified a number of errors in bills and resolutions, and submitted
comments as indicated):
- AB 2156 (Rivas) Holidays: Farmworkers Day.
Existing law designates specific days as holidays in this state,
including Cesar Chavez Day on March 31, and requires the Governor to
annually proclaim March 31 as Cesar Chavez Day.
This bill would instead designate March 31 as Farmworkers Day and
would require the Governor to annually proclaim March 31 as
Farmworkers Day.
This bill would declare that it is to take effect immediately as an
urgency statute.

Reviewed the online agenda of the California Coastal Commission for the April through June meetings. The following items were of interest:
- Application 6-26-0167: Installation of a suicide
deterrent system, including 8-ft.high wire mesh barrier on top of
existing 34-in.high bridge guardrails, additional substructure
maintenance walkways, replacement of ClosedCircuit Television (CCTV)
cameras, and signage. (Route 75). According to Caltrans, the proposed
deterrent system will consist of an 8-foot-high steel wire mesh barrier
suspended between posts installed on top of the existing 34-inch-high
concrete bridge guardrails. The barrier’s mesh openings are 1-inch
in size and are designed to prevent climbing over the existing bridge
guardrails. In addition, system upgrades will include updated cameras
systems, signage, and an expanded substructure maintenance walkway on
the underside of the bridge. Located within the ecologically important
San Diego Bay, the bridge is within the Pacific Flyway and has served as
seasonal nesting habitat. Construction impacts will be temporary in
nature and Special Condition № 3 requires a Nesting Bird
Monitoring and Avoidance Plan to avoid impacts to nesting birds within
the construction site. Special Condition № 4 requires various BMPs
designed to prevent inadvertent chemical and debris spills. Staff
recommended a YES vote, with conditions.

- Appeal A-4-MAL-26-0011: Appeal by Dr. Thomas G.
Diamantidis of decision of City of Malibu granting permit with
conditions for a limited term (15-18 months) pilot project involving
temporary safety improvements including lane reductions, bicycle lanes
and striping, new signage, two roundabouts (at El Matador Beach Rd &
Encinal Canyon Rd), crosswalks and flashing beacons, and safety lighting
along an approx. 1.2-mile-segment of Route 1 (Pacific Coast Highway)
between Broad Beach Road and La Piedra Beach Road in City of Malibu, Los
Angeles County. (MA-LB). The background noted the following: The Malibu
City Council approved, with conditions, a local coastal development
permit (CDP) requested by the City of Malibu Public Works Department
(City) for a limited term (15-18 months) pilot project involving
temporary traffic safety improvements on Pacific Coast Highway (PCH) in
the City of Malibu in Los Angeles County. The traffic calming safety
improvements are intended to reduce traffic speeds and improve overall
safety and safety for pedestrians and cyclists along an approximately
1.2-mile-long segment of the public right-of-way of PCH between Broad
Beach Road (east end) and La Piedra Beach Road (west end). The
improvements include two new roundabouts (at El Matador Beach Road &
Encinal Canyon Road), reductions in the number of lanes (5 lanes to 2
lanes) and lane narrowing, new bicycle lanes and striping, new
Quick-Kurb bollards for traffic channelization, new signage, new
crosswalks and flashing beacons, and new safety lighting. PCH is owned
by the California Department of Transportation (Caltrans), but these
improvements are a city-led project developed in conjunction with
Caltrans. PCH through Malibu has ongoing safety issues related to high
speeds, limited parking for residents and visitors to coastal
destinations, and limited controlled crossings, sidewalks, and
bike routes. The City has experienced a relatively high rate of fatal
and serious injury collisions compared to similarly sized jurisdictions.
In response, on Jun 22, 2015, the Malibu City Council adopted the 2015
PCH Safety Study that the City developed in partnership with Caltrans.
The study includes recommendations for various measures to improve
safety along the highway corridor to reduce vehicle, bicycle, and
pedestrian conflicts. This project brings forward some elements of the
2015 Safety Study as a pilot project for implementation and analysis of
effectiveness. At the heart of appeal, the appellant Dr. Thomas G.
Diamantidis asserts that the project violates Malibu’s certified
Local Coastal Program (LCP) and the California Coastal Act because it
was approved without sufficient evidence, especially regarding
safety, hazards, and public access impacts. The appellant contends that
lane reductions and roundabouts will reduce traffic capacity, worsen
congestion, and create unsafe conditions along a critical coastal
corridor and primary wildfire evacuation route. He contends that the
project was approved without adequate analyses on those issues, claiming
that the approved roundabouts, particularly at Encinal Canyon
Road, were not recommended in the 2015 PCH Safety Study and the
project lacks essential studies such as traffic modeling, evacuation
analysis, and hazard assessments. The appeal further contends the
project is inconsistent with the public access and recreation
policies of the Coastal Act and the City’s LCP because reduced
roadway capacity and increased congestion could impair coastal access
and discourage use of beach access points and coastal pullouts. The CCC
upheld the local approval.

Following the fire, heavy rainfall events resulted in slope failures,
erosion, debris flows, and clogging of drainage systems. Emergency
Director's Order 07-2XR30 was approved to address the emergency
damage. However, the work to install new culverts as part of the
original scope was unsuccessful due to the contractor's inability to
get through the existing bedrock. This project will bring in a new
contractor to install the drainage culverts and remove that scope from

I first used a "grep" tool (Astrogrep) to search through my HTML source files for the highway pages to see if
it found the EA, PPNO, or ProjID. Getting nothing, I was unsure the tool
was working.
Next I went out to the actual 2026 SHOPP. There I searched on the EA, and confirmed that each project was below the level of interest. So, for example, for the
project above, 1K260 is:

0224000078; EA 1K260. Route 96 Near Happy Camp, at 1.7 miles east of
USFS Road 15N32; also, near Horse Creek, at 0.6 miles west of Horse

As you can see, this is below the level of interest
for the highway pages. I did this for each of the 13 projects in the
table.
This does make me question the utility of providing
this agenda item in the format for the members of the CTC. Are they
going to take the time to find the details on the projects they are
authorizing? Probably not; rather, they are voting without the real
knowledge. The CTC should go back to using the standard style, as used
for the pre-construction and construction phase allocations (see here
for May 2026 Agenda Item 2.5b.(2)), as that supports the commission members better.

№ 04-0134. On December 20, 2022, an earthquake
occurred near Ferndale that caused significant damage to the Eel River
Bridge. The bridge was closed to traffic. The damage
assessments indicate structural damage to the bridge at multiple
piers, columns, girders, and bents. This project will repair the
bridge, replace bridge railing, and place erosion control. As the
Department engineers continued to assess the condition of the bridge,
they discovered that several spandrel walls at the arch abutments had
separated. Stabilizing the spandrel walls required full bridge
closures for 53 hours. Additionally, the crack on Pier 2 has continued
to grow and robust repair strategy is needed. The installation of
seismic gates is also necessary to secure the bridge from future
earthquakes. The first supplemental was necessary to implement this
additional scope. A second supplemental is needed due to
additional damage caused by subsequent earthquakes, flood damage to
the monitoring sensors on the bridge, storage and disposal of
contaminated water, and the need for changeable message signs to warn
the traveling public in case another seismic event occurs. Breakdown:

EA 1S040. Route 1 Near Notleys Landing, at 0.2 mile south of Rocky
Creek Bridge. On March 30, 2024 a rockslide occurred resulting in
undermining the southbound lanes that required a full road closure,
isolating the community of Big Sur. This project will implement
a one-way traffic control in order to construct a temporary
stabilization of the slope until a follow up engineered solution can
be implemented to fully restore the roadway. As the work
progressed, the seawall repair are beyond the original estimate.
This supplemental will place additional concrete, reinforcing steel,
scaffolding for site access, a crane, and biological monitoring.
This supplemental is needed to closeout a contract that was accepted
1/14/26. Breakdown: CON ENG $278,000; CONST $1,000,000.

EA 3XA30. Route 27 Near city of Los Angeles, at 1.1 miles south of
Grand View Drive. In January 2025, the Palisades fire caused
significant damage to Route 27 within Topanga Canyon. Following the
fire, heavy rainfall events resulted in slope failures, erosion,
debris flows, and clogging of drainage systems. Emergency Director's
Order 07-2XR30 was approved to address the emergency damage. However,
the work to install new 84 in. and 72 in diameter culverts as part of
the original scope was unsuccessful due to the contractor's inability
to get through the existing bedrock. This project will bring in
a new contractor to install the drainage culverts and remove that
scope from the original DO under a new supplemental. Breakdown: CON

Before we start on the update: 2026 marks the 30th Anniversary of this website. The changelog for 1996 shows the first "official" changes in October 1996, although it notes that "Changes before early 1996 were not specifically
noted, although this site, in various forms, dates back at least as far as
1992, and possibly as early as 1986. Searching on Google Groups uncovers an early posting of the state highway list in December of 1992 to the Usenet Group ca.driving. In 1995, there was a posting of the highway list in response to a question, showing a last modified date of 1994. By October 1996, postings were being made showing the existence of the California Highways
page off of Pacificnet.The earliest capture of the site on the Wayback
Machine is in December 1998." So welcome to the start of the 30th Anniversary year, or perhaps the 40th Anniversary year, of California
Highways!
This update covers January, February, and March 2026. Before we dive into
the updates to the California Highways site, an update on the California Highways: Route by Route podcast. - March | CA RxR 4.08: Route 12: Sonoma and Napa. Episode 4.08 is the first of three episodes focusing on Route 12. We start by exploring LRN 12, which we visited before in our episodes on Route 8, for LRN 12
became I-8 between San Diego and El Centro. We then look at Sign Route 12 and Route 12, which are mostly the same route… except, of
course, in the first segment where they differ in routing between Route 1 and US 101. Episode 4.08 focuses on the first two segments of Route 12, which covers the portions between Route 1 near Valley Ford or Jenner
through Sebastapol, Santa Rosa, Sonoma, Napa, and into Cordelia. Episode
4.09 will cover Route 12 from I-80 near Suisan City through the
Sacramento Wetlands to Lodi and Route 99. Lastly, Episode 4.10 will
cover Route 12 from Route 99 to the Sierra Foothill and San Andreas,
where it meets Route 49. As usual, we’ll cover historical

- February | CA RxR 4.07: Route 11: From Pasadena to the Border. In Episode 4.07, we examine Route 11. We’ll start by exploring LRN 11, which
was essentially the first state highway, running from Sacramento to
Placerville, later extended to run from Antioch to the Nevada State Line
near Lake Tahoe. Today, it is primarily US 50 with a bit of Route 160.
We then explore the original Sign Route 11, which was LRN 165 and LRN 205, and is today’s Route 110. It was also US 60, and is perhaps
better known as the Harbor Freeway and the Pasadena Freeway / Arroyo
Seco Parkway. We explore the history and various routings of Sign Route 11, including the history of the Figueroa Tunnels. Lastly, we explore
the current Route 11, which is a short route near the Mexico border that
connects the San Diego Freeway System (Route 905/Route 125) to the Otay
Mesa East port of entry. (Spotify for Creators)
- January | CA RxR 4.06: I-10: San Bernardino Freeway. Episode 4.06 continues our exploration of Route 10. Episode 4.05 covered the first
segment of Route 10: The Santa Monica Freeway between Route 1 and the
I-5/US 101 junction. This episode, 4.06, covers the second segment of
Route 10, from US 101 to the Arizona Border. Along the way, we explore
the former I-110 segment, Route 10S, and do a deep dive into the US highways that shaped this segment of I-10: US 60, US 70, and US 99. We
explore the historical routing of those highways across this segment. We
also look at some of the names on the highway, and current projects

- January | CA RxR 4.05: I-10: Santa Monica Freeway. With Episode 4.05, we turn our attention to Route 10. This first episode on Route 10 starts
with an exploration of the 10th route (the last ordinal route
we’ll do), which was the Emigrant Gap Highway, and became the
basis for LRN 37. This became part of the Lincoln Highway, then US 40,
and is now part of I-80 from Sacramento to Nevada. We look at LRN 10,
which became Route 198 from US 101 near San Lucas to Sequoia National
Park. We then explore Sign Route 10 (which we discussed in our episode
on I-5 in Los Angeles county), which ran from US 101A to US 101, later
becoming Route 42 and US 101 Bypass, and eventually I-105 and I-5.
Lastly, we turn to post-1964 Route 10, which is today’s I-10. In
this episode, we focus on the first segment: “From Route 1 in
Santa Monica to Route 5 near Seventh Street in Los Angeles”, which
is today’s Santa Monica Freeway. We look at its origins as Sign
Route 6, which became Sign Route 26 along LRN 173, LRN 166, and LRN 171.
We focus on LRN 173 (LRN 166 and LRN 171 were discussed in our episode
on I-5 in Los Angeles county, as well as our episode on Route 6), which
was Olympic Blvd. We explore the history of the Santa Monica Freeway
segment, the experiments tried along this highway, some significant
projects along this segment, and some significant names on this segment.

Completed work on Season 4, and started work on Season 5, of the Route by
Route podcast. Research for and preparation of the episodes posted or
written during this period resulted in changes and updates to the

Reviewed the Pending Legislation page, based on the California Legislature site, for bills through 2026-03-20. As usual, I recommend to every Californian
that they visit the legislative website regularly and see what their
legis-critters are doing. As many people are unfamiliar with how the
legislature operates (and why there are so many "non-substantive changes"
and "gut and amend" bills), I've added the legislative calendar (updated for 2026) to the end of the Pending Legislation page. This is early in the even-numbered year session, so
there's a lot of introduction of placeholder bills, and a lot of amending
of those placeholder bills (and bills that remained active from the
previous year). Noted the passage of the following bills / resolutions (I
also identified a number of errors in bills and resolutions, and submitted
comments as indicated):
- ACR 71 (Kalra) Little Saigon Freeway.
Designates the portion of US 101 in the County of Santa Clara from
Story Road (SCL 34.224) to the junction with Route 280 and Route 680
(SCL 34.873) as the “Little Saigon Freeway”. In
August 2025, it was noted that Santa Clara leaders had shown support
for the proposal; see here.

35.83/35.98). On November 11, 2023, a large fire broke out in the
vicinity of 14th Street and Lawrence Street, engulfing
Route 10 in fire because of flammable materials stored under the
freeway. A different tenant is storing similar material at multiple
sites, has breached their lease terms, and is noncompliant, posing a
similar risk of fire. This project will secure the site and replace
fencing with hardened fence and gates. Abatement is being sought from
the responsible party. During the initial site cleanup, various
people, companies and/or entities refused to vacate the damage area
delaying cleanup. Furthermore, a court order decision allowed
occupants to be provided reasonable time to vacate the area, further
delaying the length of the project. The first supplemental required
additional CON Sup due to additional working days required to
administer and complete the project. As the work progressed, enhanced
security measures were undertaken to protect construction crews from
criminal activity during extended hours and night shifts. EarthCam
monitoring equipment was installed for 24- hour surveillance as well
as additional security staff on site to prevent arson or vandalism.
However, the Sheldon Yard property was vandalized rendering it
uninhabitable and requiring significant rehabilitation. This
supplemental will fund the additional security measures for
construction crews and rehabilitate the vandalized state property.

construction activities on Highway Maintenance Program project EA
1W140, which includes scope for end diaphragm repairs, the contractor
observed a crack in the precast girder. A site inspection with partial
removal of diaphragm concrete identified a full-depth cracked girder
at Bent A20 and concerns of bearing quality of Girders 14 through 17
at Bent A17 and Girder 16 at Bent A20. The cause of damage remains
under investigation. Permit loads have been restricted on the bridge
until repairs can be made. This project will repair bridge girders and
place 3 temporary shoring bents. This supplemental is necessary to
fund additional bridge girder repair. Subsequent to the initial
director's order, the Caltrans team determined that the ends of the
girders in all spans should be exposed and evaluated to assess their
condition. Based on this evaluation, the Caltrans team found that
nearly 114 of girder ends across all spans had deteriorated and
required retrofit. This project will repair additional bridge girders.

flow, and full road closure within the El Dorado Fire burn scar. A
segment of Route 38 experienced a complete roadway washout. This
project will remove debris and hazardous trees, clean drainage basins,
reconstruct roadway, repair drainage systems, guardrail, embankments,
debris barriers, roadway signs, and cable railings, stabilize slopes,
and provide slope scaling operations and traffic control. This
supplemental is necessary because debris removal and infrastructure
damage has exceeded original estimates, to the extent that debris flow
depths exceeded 40 feet, clogged the drainage system, overtopped the
highway, and altered the creek's historic flow path. This project will
provide additional repair including work to restore embankment with
rock buttress walls, construct new drainage systems, redirect runoff
flow paths, and increase working levels to a seven-day multiple shift
per day work week to reopen the road as originally scheduled.
Construction funds allocated: (1) Initial G-11 Allocation 10/07/2025:
$12,900,000. (2) Supplemental G-11 Allocation 01/07/2026: $18,400,000.

Note: Reviewed the draft SHOPP that was
submitted to the meeting for projects of interest, using the same
criteria used for CTC Agenda Item 2.5b: That is, looking for projects
that have a longer-term impact for the highway pages: realignment of a
highway, addition of lanes (auxiliary, HOV, HOT), significant widening,
new wildlife crossings, roundabouts, replacement of bridges. Items that
are repairs in place (resurfacing, reconstruction, bridge rails, sign
structures or sign replacements, overlay treatments, culvert repairs,
repairs related to bridge scour, damage repairs (unless it is long term
damage, such as along Route 1 in Big Sur)), are to facilities ancillary
to the state highways (rest stops, maintenance facilities, office
buildings, performance and monitoring), or projects that are primarily
environmental mitigation splits from other projects are not interesting
for the highway pages. Additionally, SHOPP projects that are unchanged
from entries already on the highway pages are not repeated (e.g.,
projects already in the 2024 SHOPP that are carried forward, modulo
significant amendments). Lastly, projects that support complete streets
or ADA or purely active transportation projects are generally not of
interest to the highway pages, as they do not impact routing.
Roundabouts, on the other hand, are interesting. Traffic signals and
turn bays are judgement calls.
Using this rationale, the following projects had
entries in the 2026 SHOPP that rose to the level of requiring updates to
