Phase V: Modern Growth (1963-1969)


1963-1964 - The Great Renumbering

In 1963, the Collier-Unruh Local Transportation Act was passed. This provide for a further 1¢ per gallon tax increase, with proportionate increases in user fees. The revenues were to be dedicated to county and city roads. The act also authorized the first rapid transit funding, by allowing counties to increase the in-lieu tax by one-half cent to develop rapid transit systems.

Note: At this point, the language for all the former routes was clarified and the new routes defined.

Note 2: In the 1963 legislation, there were a number of changes made to the pre-1963 routes. However, all of those changes were made not effective if the "great renumbering" (Chapter 385) passed... which it did. As a result, those non-effective changes are not listed in this table. However, they are noted in the LRN sections of the routes affected.

Governor Edmund G. Brown on May 14, 1964, signed Senate Bill 64 into law. The bill provided for renumbering the state highway system, effective July 1, 1964. The 1963 statutes (V1, PDF, 90.7 MB; V2, PDF, 124.5 MB) made the following changes. Most of these changes were made by Chapter 385, which noted:

“It is the intent of the Legislature in enacting this article that the numbering of the state highway system be simplified and clarified and that signs placed on highways designate only one number for each highway whereever feasible. Therefore the department is directed to take all steps necessary to conform signs designating numbers on the state highway system to the numbers given the routes in this article at the earliest practical time. The department is also directed to use the numbers in this article in designating numbers on highways in the future. The Legislature recognizes that signs on certain routes on the federal interstate highway system in California should designate both U.S. sign numbers and the interstate numbers until such highways are substantially constructed to interstate standards, or until a later time if the department finds it necessary to properly guide motorists. Therefore, notwithstanding any other provision of this section, the department is directed, on any interstate highway it determines to be appropriate, to place or maintain the proper U.S. number thereon, together with the interstate number on the completed portions thereof, until the highway is substantially constructed to interstate standards, or until a later time if the department finds it necessary to properly guide motorists. The Legislature further recognizes that there are instances where one route of travel must coincide with another route of travel, and when this occurs for relatively short distances and notwithstanding any other provision of this section, the Department of Public Works is directed to place signs indicating two or more appropriate route numbers on the same highway where it determines that such is desirable to properly guide motorists.”

This act also noted:

“SEC 5. The Legislature intends by this act to rearrange the numbers of the state highway system in a more logical and simple manner and to provide for signing on such as basis. The Legislature intends to accomplish these objectives without making any changes in the length, termini, or control points of any state highway. Any reference to a state highway by number in any existing statute shall be deemed a reference to the same state highway as rennumbered by this act.”

As for when the renumbering took effect:

“SEC 6. This act shall become operative on July 1, 1964, except that upon the effective date of the act the commission and the department may do all acts and perform all steps necessary or desirable to put in effect as many purposes of the act as are practical on its operation date.”

Most of the other acts that year were contingent on SB 64 (Chapter 385) taking effect, and had language similar to:

“Section 2 of this act shall become operative only if Senate Bill No. 64 is enacted by the Legislature at its 1963 regular session, and in such case at the same time as Senate Bill No. 64 takes effect, and as an amendment thereof, regardless of the order of enactment; concurrently therewith Section 586 of the Streets and Highway Codes as added by Section 1 of this act is repealed.”

Such bills often made the same change to both the pre-1963 LRN and the post-1963 Route numbers. The language meant that when the renumbering took effect, the pre-1963 change was null-and-void.

Notwithstanding the provisions of Section 89 of Chapter 1062, Statutes of 1959, the department shall proceed with the construction of the unconstructed portion of said route described in subdivision (c) between the easterly junction of Route 115 and the Imperial-Riverside county line with the lowest practical cost for a hard surfaced road and as an interim project pending the later construction of the route to proper limited access standards; provided, that prior thereto the County of Imperial enters into a co-operative agreement with the department wherein the county agrees to maintain the road between the easterly junction of Route 115 and the Imperial-Riverside county line until a limited access highway is constructed by the department between said points. Upon the completion of construction of said interim road, and pursuant to said agreement, the county shall assume jurisdiction and all responsibilities of maintenance for the period above provided. The road shall be known and designated as the "Ben Hulse Highway."

1964

1964 saw implementation of the "great renumbering", when the legislative route numbers were brought into synchronization with the state signed route numbers. Although the legislation was passed in 1963, it took effect on July 1, 1964. A new highway shield was introduced: it still had the miners spade shape, but was green with white numbers.


1965

The Highway Transportation Agency was renamed the Transportation Agency. During this year, Chapters 1371 and 1372 made a number of tweaks to the system. The routes that were deleted, however, were not immediately relinquished: they remained part of the state highway system until the roadway was in satisfactory condition, and any funded improvements authorized prior to July 1, 1966 had been completed.

1968

In response to the growing public concern over freeway construciton, Governor Ronald Reagan established a 24 person task force to consider the state's role in transpotation planning. This task force's recommendations led to the establishing of a State Transportation Board in 1969, and an office of Transportation Planning and Research in 1970.

Most of the changes this year were made by Chapter 282. These were often done to bring the state designation of routes in alignment with the federal definition of routes. This year also saw much of the rerouting take place due to freeway revolts in San Francisco.

1969

1969 saw the passage of the National Environmental Policy Act. In combination with the California Environmental Quality Act, the National act introduced the notion of environmental considerations to highway planning.

The Business and Transportation Agency was formed from the departments and boards of Aeronautics, Highway Patrol, Corporations, Housing and Community Development, Insurance Motor Vehicles, Public Works (which included the Division of Highways), Real Estate, Savings and Loan, and State Banking.

This year, most of the changes were made by Chapter 294, again to bring state definitions in line with federal definition.
