Yup, time for my last update for the year. I'm starting this Christmas Morning, because everyone else is asleep (the movie we are going to see doesn't start until noon). So here goes...
Based on my reading of the papers, some mailed in updates, and some updates from misc.transport.road, I updated information on the following routes, based on my research(1), and contributions of information on leads (via direct mail or Usenet) from Mike Ballard(2), Nathan Edgars II(3), Mark F(4), Susie Martin(5), Carl Rogers(6), and Chris Thomas(7): Route 4(6), Route 14(2), Route 46(2), Route 78(2), Route 91(4), Route 111(2), Route 138(2), Route 168(7), Route 178(2), Route 180(2), Route 241(1), Route 259(3), Route 905(2), US 395(1), I-5(2,5), I-10(1), I-15(2), I-110(1), I-210(1), I-215(1). There were no updates to legislative information, as the legislature is out of session.
Updated the statistics on the progress of the exit mile numbering. Thanks to Don Howe of Caltrans for this information.

to reprogram $1,206,000 of RIP Environmental (PA&ED) for the Route 118

8-SBd-66-PM 0.0/4.08 Route 66 in the city of
Upland. This was the segment authorized for relinquishment by AB 3030 (Chapter
507, 9/27/2006).
10-Ama-49-PM 9.0/11.7 Route 49 in the county
of Amador, consisting of five segments of right of way in the county of Amador,
between PM 9.0 and 11.7, that were superseded highway right of way and
relocated and reconstructed county roads.
2.3d. Vacation Resolutions
8-Riv-86-PM 11.43 Route 86 in the county of
Riverside, consisting of right of way in the county of Riverside, at 0.18 mile
southeasterly of Middleton Street, consisting of right of way no longer needed
for State highway purposes.
The big effort was thanks to some extensive work done by Nathan Edgars II within the Wikipedia project. He developed a number of tables that allowed me to complete and update the various chronologies on the site, which affected most of the routes. In particular, the following pages were primary sources for updates to the existing chronology made in 2007: When each route was added to the state highway system, History/F&E System, List of route numbers, 1917-1931, History/Legislative act roads, History/List of laws by route (pre-1964), History/List of laws by route (post-1964). Nathan also found this useful site, which contains all state statutes.This turned out to be an extensive effort, one that will take multiple months to complete. So far, the chronology has been updated and corrected up to 1933, and I'm working on 1935. I've also started to make changes to the individual highway pages, with preliminary work having been done on the following routes and their associated LRNs: Route 1, Route 2, Route 3, Route 4, I-5, US 6, Route 7, I-8, Route 9, I-10, Route 11, Route 12, Route 13, Route 14, I-15, Route 16, Route 17, Route 18, Route 19, Route 20, Route 21, and Route 22. Work will continue on this project into 2008, route by route.

AB 43 (Leno). Gender-neutral marriage.
This
bill would enact the Religious Freedom and Civil Marriage Protection Act, which
would provide that marriage is a personal relation arising out of a civil
contract between 2 persons (as opposed to "a man and a woman"). The bill would
make conforming changes with regard to the consent to, and solemnization of,
marriage, and would make related findings and declarations.

AB 102 (Ma) Marriage: domestic partnerships:
name.
This bill would require the Declaration of Domestic Partnership
form to contain spaces for either party or both parties to indicate a change in
name. This bill would allow, on and after January 1, 2009, one party or both
parties to a marriage to elect to change the middle or last names by which that
party wishes to be known after solemnization of the marriage.

AB 321 (Nava) Vehicles: prima facie speed limits:
schools.
Existing law establishes a 25 miles per hour prima facie limit
when approaching or passing a school building or the grounds thereof,
contiguous to a highway and posted up to 500 feet away from the school grounds,
with a standard "SCHOOL" warning sign, while children are going to or leaving
the school either during school hours or during the noon recess period. The
prima facie limit also applies when approaching or passing school grounds that
are not separated from the highway by a fence, gate, or other physical barrier
while the grounds are in use by children and the highway is posted with a
standard "SCHOOL" warning sign. A violation of that prima facie limit is an
infraction. Existing law allows a city or county, based on an engineering and
traffic survey that the prima facie speed limit of 25 miles per hour is more
than is reasonable or safe, by ordinance or resolution, to determine and
declare a prima facie speed limit of 20 or 15 miles per hour, whichever is
justified as the appropriate speed limit by that survey. This bill would
additionally allow a city or county to establish a 15 miles per hour prima
facie limit in a residence district, on a highway with a posted speed limit of
30 miles per hour or slower, when approaching, at a distance of less than 500
feet from, or passing, a school building or the grounds thereof, contiguous to
a highway and posted with a school warning sign that indicates a speed limit of
15 miles per hour, while children are going to or leaving the school, either
during school hours or during the noon recess period. The prima facie limit
would also apply when approaching, at that same distance, or passing school
grounds that are not separated from the highway by a fence, gate, or other
physical barrier while the grounds are in use by children and the highway is
posted with one of those signs. The bill would provide that a 25 miles per hour
prima facie limit in a residence district, on a highway with a posted speed
limit of 30 miles per hour or slower, applies , as to those local authorities,
when approaching, at a distance of 500 to 1,000 feet from, one of those areas
where children are going to or leaving the school, either during school hours
or during the noon recess period, that is posted with a school warning sign
that indicates a speed limit of 25 miles per hour. The bill would require a
city or county that adopts a resolution or ordinance establishing revised prima
facie limits to reimburse the Department of Transportation for any costs
incurred by that department in implementing the bill. The bill would require
that these prima facie speed limits apply only to highways that meet certain
conditions.

AB 574 (Torrico) High-occupancy toll (HOT)
lanes.
(1) Existing law authorizes the San Diego Association of
Governments (SANDAG) to conduct, administer, and operate a value pricing and
transit development demonstration program on a maximum of 2 transportation
corridors in San Diego County involving high-occupancy toll (HOT) lanes.
Existing law authorizes this program for each corridor for a period of 4 years
after SANDAG first collects revenues for that corridor. This bill would
authorize the SANDAG program to operate indefinitely by deleting the 4-year
limitation provision. The bill would also authorize SANDAG to issue bonds
backed by program revenues. (2) Existing law authorizes the Sunol Smart Carpool
Lane Joint Powers Authority, consisting of the Alameda County Congestion
Management Agency, the Alameda County Transportation Improvement Authority, and
the Santa Clara Valley Transportation Authority, to conduct, administer, and
operate a value pricing high-occupancy vehicle (HOT lane) program on the Sunol
Grade segment of State Highway Route 680 in Alameda and Santa Clara Counties
and authorizes the Alameda County Congestion Management Agency to conduct,
administer, and operate a program on a corridor within Alameda County for a
maximum of 2 transportation corridors in Alameda County. Existing law
authorizes the operation of these programs for a period of 4 years after the
administering agency first collects revenues for any of the authorized
corridors. The bill would also authorize the administering agency to issue
bonds, refunding bonds, or bond anticipation notes backed by program revenues.
This bill would authorize these programs to operate indefinitely by deleting
the provisions that limit the operation of these programs to a period of 4
years after the administering agency first collects revenues for any of the
authorized corridors. (3) Existing law authorizes the Santa Clara County Valley
Transportation Authority (VTA) to conduct, administer, and operate a HOT lane
program on any 2 of the corridors included in the high-occupancy lane system in
Santa Clara County. Existing law authorizes the operation of this program for a
period of 4 years after VTA first collects revenues from a HOT lane under the
program. This bill would authorize the program to operate indefinitely by
deleting the provisions that limit the operation of the program to a period of
4 years after VTA first collects revenues from a HOT lane under the program.
The bill would also authorize VTA to issue bonds backed by program
revenues.

AB 1672 (Nunez) California Transportation
Commission.
(1) Existing law, the Highway Safety, Traffic Reduction,
Air Quality, and Port Security Bond Act of 2006, approved by the voters as
Proposition 1B in the November 2006 general election, establishes the Highway
Safety, Traffic Reduction, Air Quality, and Port Security Fund of 2006 in the
State Treasury. Existing law requires specified moneys in the fund to be
deposited in designated accounts and funds to be available, upon appropriation
by the Legislature, for allocation by the California Transportation Commission
for certain transportation-related purposes. This bill would require the
commission to provide written notification to the chairs of the appropriate
policy committees of the Legislature not less than 30 days prior to adopting
changes to any guidelines for the expenditure of funds pursuant to the Highway
Safety, Traffic Reduction, Air Quality and Port Security Act of 2006. (2)
Existing law creates the California Transportation Commission, with specified
powers and duties relating to allocation of transportation capital funds
through the state transportation improvement program process and various other
responsibilities. Existing law provides for a commission of 11 members, with 9
members appointed by the Governor with the advice and consent of the Senate and
2 ex officio nonvoting legislative members. Voting members serve terms of 4
years. This bill would expand the commission to 13 members, with one additional
voting member each appointed by the Speaker of the Assembly and the Senate
Committee on Rules, who would not be subject to Senate confirmation. The bill
would also require vacancies to be filled by the appointing authority, as
specified.

SB 163 (Migden) Yerba Buena Island ramp
connections.
This bill would require the department to work in
cooperation with the Treasure Island Development Authority on design and
engineering of replacement ramps connecting Yerba Buena Island to the San
Francisco-Oakland Bay Bridge and to work in cooperation with the authority and
the San Francisco County Transportation Authority to ensure that the design of
the ramps is compatible with the design of the new eastern span of the bridge.
The bill would authorize the department, upon the transfer to the authority
from the federal government of the ramp connections, to accept from the
authority title, easements, and other interests in land necessary for the state
to own and operate the one or more of the ramps. The bill would make transfer
of a ramp from the authority to the state contingent upon completion of work on
the ramp in accordance with specified standards and upon the commission making
certain findings and approving the transfer agreement. The bill would also
require a project study report on the reconstruction of the ramps to be
finalized by December 31, 2008, would require the San Francisco Transportation
Authority to be the lead agency for the development of the project study
report, would require the San Francisco Transportation Authority to work in
coordination with the Treasure Island Development Authority, the Mayor of San
Francisco, and the Bay Area Toll Authority.

SB 224 (Battin) State Highway Routes 79 and 111:
relinquishment.
This bill would authorize the commission to relinquish
the portion of Route 79 in the City of Hemet and the portion of Route 111 in
the City of La Quinta to the applicable city under certain conditions.

SB 250 (Corbett) Gift certificates.
Existing
law prohibits the sale of any gift certificate, as defined, that contains an
expiration date or service fee, with specified exceptions, including, but not
limited to, for a gift certificate issued for a food product. Existing law also
provides that any gift certificate sold after January 1, 1997, is redeemable in
cash or subject to replacement with a new gift certificate. This bill would
allow any gift certificate with a cash value of less than $10 to be redeemed in
cash (defined as, but not limited to, currency or check. If accepted by both
parties, an electronic funds transfer is permissible) for its cash value, and
would exempt donated gift certificates from the above-described prohibitions .
The bill would also delete the exception described above for food product gift
certificates, thereby prohibiting those gift certificates from containing an
expiration date or service fee, unless issued for perishable food
products.

SB 549 (Corbett) Employee's right to bereavement
leave.
Existing law provides employees with the right to take time off
work without discharge or discrimination for a number of reasons. This bill
would add the right to inquire about, request, and take time off for
bereavement leave. For state employees, if this leave conflicts with a
memorandum of understanding, the terms of the memorandum of understanding would
be controlling.

SB 717 (Perata) Transportation Investment
Fund.
Existing law specifies the allocation of funds in the
Transportation Investment Fund, derived from a portion of the sales tax on
gasoline, to various transportation projects and programs. Article XIX B of the
California Constitution requires, commencing with the 2003-04 fiscal year, that
sales taxes on motor vehicle fuel that are deposited into the General Fund be
transferred to the Transportation Investment Fund for allocation for those
transportation purposes until the end of the 2007-08 fiscal year. Thereafter,
Article XIX B requires these revenues to be allocated to broad categories of
transportation purposes, including 20% for programs funded by the Public
Transportation Account, 40% for transportation capital improvement projects in
the State Transportation Improvement Program, and 40% for apportionment to
cities and counties pursuant to certain formulas for road maintenance and
construction purposes. This bill would continue the Transportation Investment
Fund in existence and would specify the use of revenues deposited in that fund
from gasoline sales tax revenues subject to Article XIX B beginning in the
2008-09 fiscal year. Moneys in the fund would be continuously appropriated
without regard to fiscal year.

Based on mail from Nathan Edgars II, there appears to be some significant work to be done on the chronology. This will likely be done during "shutdown" break in December. Nathan's work is heavily focused on section numbers, which appear to be the LRN plus 300, but that isn't consistent. He does have the 1963 legislative definitions as well as the initial 1964 legislative definitions after the renumbering. In particular, his chronology focused on when the routes were added, and appears to have some good information. We disagree on the timing of some of the earliest routes, added before there were route numbers. Another interesting page is this one and this one.

Updated the legislative information page. Noted the passage of the following:
AB 112 (Wolk) Highways: Safety Enhancement-Double Fine
Zones.
This bill would modify the standards for the designation of a
segment of a state highway as a Safety Enhancement-Double Fine Zone including
requiring the Director of Transportation, in consultation with the Commissioner
of the California Highway Patrol, to certify that a segment of state highway
meets specified criteria. The bill would provide that designation as a Safety
Enhancement-Double Fine Zone would be valid for a minimum of 2 years and would
authorize the renewal and revocation of a designation, as specified. The bill
would declare that a specified segment of Route 12 is eligible for designation
as a Safety Enhancement-Double Fine Zone. The bill would also require the
Department of Transportation to conduct a Safety Enhancement-Double Fine Zone
study, as specified.

Highway.
Designates the portion of Route 405 from Howard Hughes Parkway
to Mulholland Drive in the County of Los Angeles as the "Nathan Shapell
Memorial Highway". I'll note this bill was a rush job, having been
introduced on August 22, 2007, and signed by October 3, 2007. I guess the
legislature can move fast when it comes to recognizing a powerful potential
donor. I'll also note that the resolution doesn't mention that Mr. Shapell
built loads and loads of homes in areas that were developed due to the
freeways, such as the S.F. Bay area and Porter Ranch. Some might say that it
would have been more appropriate to designate Route 118 between Balboa Blvd and
Topanga Canyon Blvd in his honor.

Although the May meeting supposedly happened on May 2, 2007, the book items were not yet up.
April 2007:
Taking advantage of a quiet day when everyone else was out of the house, I decided to update the highway pages. There were just a few link updates this month. Next, I updated information on the following routes, based on my research(1), and contributions of information on leads (via direct mail or Usenet) from Timothy Edwards(2), and Jeremy V(3):Route 1(1), Route 23(1), Route 55(1), Route 107(1), Route 118(1), Route 134(1), Route 138 (High Desert Corridor)(1), I-5(2), LRN 109(3).
Updated the legislative information page. A number of bills were completely gutted and reworked.
Updated the statistics on the progress of the exit mile numbering. Thanks to Don Howe of Caltrans for this information.
Postponed reviewing the April CTC agenda -- they seem to have removed the background book items I've been using.
February/March 2007:
It's been a busy time, and live theatre every weekend in February and March has left me little time to update California Highways. But I've set aside one day, so here are the updates...
First, I did the usual round of link updates, discovered from my monthly review of M.T.R. and a few mailed postings.
Next, I updated information on the following routes, based on my research(1), and contributions of information on leads (via direct mail or Usenet) from Gary Araki(2), David Arana(3), Scott en Aztlan(4), Concrete Bob(5), Timothy Edwards(6), Jon Enslin(7), Cameron Kaiser(8), Daniel Ketchum(9), Michael G. Updated the legislative information page. No bills of interest passed, but the legislature has been very, very busy. I do suggest that folks take a look at the bills I found of interest: some may surprise you. In particular, there were a large number of bills declaring the intent of the legislature to dictate the process of allocating money from the Prop 1B bonds. My guess is that the assemblycritters didn't like their districts being shortchanged, and are trying to hijack the process. A number of this bills seem to make non-substantive changes to laws. My guess is that these bills are placeholders for future gut-and-rewrites, as there is a particular date after which bills may no longer be introduced. All this teaches me is that we need to watch our elected officials carefully. I'm beginning to think that every bill should require inclusion of the proposer's real rationale behind submitting the bill.
I'll note that one non-transit bill of interest did pass:

113 (Calderon) Elections: presidential primary
elections.
Existing law specifies that the presidential primary election
be held on the first Tuesday after the first Monday in June in any year evenly
divisible by the number 4. Existing law also specifies that the statewide
direct primary election be held on the first Tuesday after the first Monday in
June of each even-numbered year, and be consolidated with the presidential
primary election in any year in which the statewide direct primary election is
in a year evenly divisible by the number 4. This bill would require that the
presidential primary election be held on the first Tuesday in February in any
year evenly divisible by the number 4. By increasing the duties on county
elections officials due to the presidential primary election in February, this
bill would impose a state-mandated local program.

2.1c. Traffic Congestion Relief (TCR) Program Application Approvals/Amendments
(2) The San Bernardino Associated Governments
requests a TCRP Application Amendment to designate an additional implementing
agency for R/W, and update the project schedule and funding plan for TCRP
Project #59 - Route 10; Live Oak Canyon Interchange, including, but not limited
to, the 14th Street Bridge over Wilson Creek, in the city of Yucaipa in San
Bernardino County.
(3) The Department requests a TCRP
Application Amendment to transfer $16,300,000 in programmed TCRP funds from
Project #62 - Route 91; Add HOV lanes through downtown Riverside, from Adams
Street to University Avenue to Project #62.1 - Route 91; Add HOV lanes through
downtown Riverside, from University Avenue to Route 60/91/215 Junction in
Riverside County. The amendment also updates the project schedule and funding
plan for both projects.
(4) The Department requests a TCRP
Application Amendment to redistribute $1,400,000 from PS&E to PA&ED and
update the funding plan for TCRP Project #157 - Route 12; Congestion relief
improvements from Route 29 to I-80 through Jamison Canyon.

Route 111 in the city of Indio under terms and conditions determined to be in
the best interest of the State. Authorized by Chapter 594, Statutes of 2005,
which amended Section 411 of the Streets and Highways Code.
11-SD-5-PM 30.9/31.1 (KP 49.7/50.03) Route 5
in the city of San Diego on Vista Sorrento Parkway, north of Sorrento Valley
Boulevard, consisting of frontage road.
11-SD-78-PM 5.9 Route 78 in the city of
Vista, at Melrose Drive, consisting of reconstructed and relocated city
streets.

10-Cal-4-PM 26.6 Route 4 in the county of
Calaveras, at Batten Road, consisting of right of way no longer needed for
State highway purposes
2.5c.(1) State Administered STIP Projects on the State Highway System
#2: 04N-Mrn-101 9.7/12.7. In the city of San
Rafael, on Route 101 from south of the Coleman School Pedestrian Overcrossing
to North San Pedro Road Undercrossing. Construct High Occupancy Vehicle (HOV)
Lane Gap Closure.
#3: 04N-SCl-152 R19.7/R21.3. Near Gilroy, on
Route 152 from east of San Felipe Lane to west of Route 152/156 Junction.
Construct an eastbound truck climbing lane with rumble strip.
#4: 08S-SBd-215 4.1/10.1. In San Bernardino,
from just north of Route 10 to the Route 210 Interchange. Construct High
Occupancy Vehicle Lanes (HOV), mixed-flow lanes, and operational
improvements.
February 2007
The February meetings dealt solely with the Corridor Mobility Improvement Account allocations. The Corridor Mobility Improvement Account is the Caltrans side of Prop 1B. This final recommendations affected the following routes:Route 1, Route 4, Route 12, Route 14, Route 22, Route 24, Route 28, Route 29, Route 32, Route 41, Route 44, Route 46, Route 49, Route 57, Route 58, Route 65, Route 78, Route 91, Route 108, Route 138, Route 156, Route 178, Route 180, Route 198, Route 219, Route 299, I-5, I-10, I-15, I-80, I-205, I-215, I-405, I-580, I-680, I-805, I-880, US 50, US 101, and US 395.Overall, the CTC recommended funding for 21 projects in the south and 29 projects in the north. With respect to the Trade Corridor Improvement Fund (TCIF), the CTC noted that although details are unknown, the Route 86 Brawley Bypass might be a good candidate for that fund. They also noted that some HOV projects on major interstate trade corridors, such as I-5, I-10, I-80, and I-580, might be candidates. They noted that the SHOPP program might also be a source of funding for projects such as Doyle Drive in San Francisco, the I-10/I-605 interchange, and Route 138.

#5: 10N-Ama-49 R7.0/R11.0. Near Martel, from
Route 104 (Ridge Road) to south of Rancheria Creek. Relinquish Route 49.
#6: 10N-Cal-4 R21.1/R23.4. In Angels Camp,
from the north junction of Route 49 to east of Rolleri Bypass Road. Construct
2-lane expressway.
January 2007:
For a change, I had no link updates either mailed to me or posted on M.T.R. In a few months, I'll do the annual link verification, which I'm sure will lead to a bunch of them, but for today... I had none to worry about.
