First, I did the usual round of link updates. A special
"nod of thanks" goes to

Added a new FAQ related to finding out speed limits on highways. This was done to showcase a link from Larry Scholnick to a page that has an extensive listing of every segment of road in the entire city of Los Angeles that has a speed limit other than 25 MPH, grouped by speed limit. If you know of similar pages for other California cities, please let me know.

Route 180 in the City of Fresno. This proposes to relinquish right of way in
the City of Fresno, between Chestnut Avenue and Clovis Avenue, consisting of
reconstructed and relocated city streets, frontage roads, and

Received a pointer to the Wikipedia Page on California Highways. I'm not sure what to do with this. I'm not sure I want to link to it, as it is really incomplete and incorrect in some areas. On the other hand, making it correct would be (in effect) moving much of the information from my site into the wiki. I don't really want to do that either. So, for now, I'll just note it here, as well as noting that some of the links at the bottom aren't the greatest.

AB 12 (DeVore). Nonprobate transfers: property
conveyances upon death.
Requires the California Law Revision Commission
to study the effect of California's nonprobate transfer provisions and to study
statutes in other states that establish beneficiary deeds as a means of
conveying real property through nonprobate transfers. The objective of the
study would be to determine whether legislation establishing beneficiary deeds
should be enacted in California. The bill would require the commission to
report its findings to the Legislature on or before January 1, 2007. The bill
would also require the commission, if it recommends that the Legislature adopt
a statutory scheme establishing beneficiary deeds, to also recommend the
content of the proposed statute.

AB 1462 (Torrico) State highways: Route 84.
Existing law authorizes a city or county in which a planned
transportation facility was to be located on Route 238 in Alameda County to
develop and file with the California Transportation Commission a local
alternative transportation program that addresses transportation problems and
opportunities, and provides for the use of revenues from the sales of excess
properties acquired for the planned state facility in order to fund the local
alternative program, but limits the use of revenues from excess property sales
to highway purposes. Existing law provides that the commission may not approve
a local alternative program under these provisions after July 1, 2010. This
bill would extend the applicability of these provisions to a specified portion
of Route 84 in Alameda County.

AB 1527 (Liu) Bank accounts.
Existing law
provides for the regulation of certain depository institutions by the
Department of Financial Institutions, including banks, savings associations,
and industrial banks. This bill would prohibit a depository institution from
using an account number of a consumer deposit account previously held by a
different customer until 3 years have passed since that account was closed.

AB 1566 (Calderon) Identity theft.
Existing law
provides that every person who, with the intent to defraud, acquires,
transfers, or retains possession of the personal identifying information of
another person is punishable by imprisonment in a county jail for a period not
to exceed one year, or a fine not to exceed $1,000, or by both that
imprisonment and fine. This bill would provide that a violation of these
provisions with respect to the personal identifying information of a person who
is either a member of the armed forces, or is a member of the armed forces
reserve or the National Guard, who has been called to active duty or active
service and is deployed to a location outside of the state, as specified, is
punishable by imprisonment in a county jail for one year, a fine not to exceed
$1,500, or by both that imprisonment and fine. This bill would incorporate
additional changes in Section 530.5 of the Penal Code proposed by AB 424 that
would become operative only if AB 424 and this bill are both chaptered and
become effective on or before January 1, 2006, and this bill is chaptered
last.

Fresno. Relinquishes right of way in the City of Fresno, at G Street and
Divisadero Street, consisting of reconstructed and relocated city streets.
7-LA-39-PM 9.6/11.7 Route 39 in the City of
West Covina. Relinquishes right of way in the City of West Covina, under terms
and conditions as stated in the cooperative agreement dated July 28, 2005,
determined to be in the best interest of the State. Authorized by Chapter 399,
Statutes of 2004, which amended Section 339 of the Streets and Highways
Code.
10-SJ-99-PM 3.25 & 4.93 Route 99 in the
County of San Joaquin. Relinquishes right of way in the County of San Joaquin,
at Olive Avenue and Austin Road, consisting of reconstructed and relocated
county roads, frontage roads and cul-de-sacs.
2.5c.(1) State Administered STIP Projects on the State Highway System. The following projects were of interest:

Northbound and Southbound Auxiliary Lanes. In San Ramon from Bollinger Canyon
Road to Crow Canyon Road and in Danville from Sycamore Valley Road to Diablo

#5 06S-Ker-14 16.2/26.6 Route 14 Expressway
and Interchange. Near Mojave on North Junction Route 58/14 to north of
California City Boulevard. Convert to 4-lane expressway & construct
interchange.
2.5d.(2) Allocations for Projects with Cost Increases Greater than 120 Percent. Riverside 08-Riv-60 R0.5/R7.5 R0.8/R12.1) Route 60 HOV Lanes. Near Mira Loma at the Junction of Route 15 to Valley Way. Add 2 HOV and 2 mixed-flow lanes, widen 5 undercrossings and 1 overhead.
2.6e. Traffic Congestion Relief (TCR) Project Allocations / Allocation Amendments:
(1). Eleven allocation requests
totaling $159,827,000 in new TCRP funding for Construction starts. The only one
affecting a numbered state highway relates to the widening of Route 205 near
Tracy; all the others are transit, rail, or local streets.
(2). Four allocation requests totaling
$18,684,000 in TCRP funding for lapsing funds: (1) Inactive projects,
allocations being permitted to expireProject #61 Route 10 Apache Trail
I/C; (2-4) Ready to Proceed but funds nearing lapseProject #15, Route 24
Fourth Bore to Caldecott TunnelProject #39 Route 405 NB HOV Lane over
Sepulveda PassProject #87.2 Route 94/Route 125 Build two new freeway
connector ramps.
(3). Three allocation requests
totaling $17,830,000 in new TCRP funding. The only one in this package related
to the state highway system is on Route 24, the fourth bore of the Caldecott
Tunnel. It was not recommended for funding.
(4). Eleven allocation amendment
requests to de-allocate a total $34,131,000 in TCRP funding. A number of these
are on the state highway system:
Project #50, Route 71 completion of six miles of freeway between Route 10 and Route 60.
Project #94, Route 43 widen to four lane expressway from Kings County line to Route 99.
Project #104, Route 99 build seven miles of new freeway south of Merced to Healey Road.
Project #105, Route 99 build two miles of new freeway from Madera Cty line to Buchanan Hollow Road.
I'll note that its interesting to see the sort of emergency repairs Caltrans has to do, even though it doesn't always make it into the highway pages. For example, from the September 2005 Agenda:
Kern 06U-Ker-5 9.3/9.5 Near Grapevine, 6.4 miles south of Route 99. On June 29, 2005, a tanker truck carrying aviation fuel crashed, spilled fuel, and ignited at this location. This project will repair damaged guardrail and median thrie beam barriers. Also 1000-foot segment of asphalt pavement will be ground down and repaved across four lanes and shoulders.
San Bernardino 08U-SBd-62 65.0/73.5 Near Twentynine Palms from 10 miles east of Ironage Street to 4 miles west of Highway 177. On July 24, 2005, an intense rainstorm occurred in the low desert area causing flooding, erosion and undermining of roadway. This project will repair roadway embankment, drainage and pavement in order to reopen the highway.
San Diego 11S-SD-15 M11.4 In San Diego, at the south end entry to the High Occupancy Vehicle (HOV) Reversible Express Lanes (H Avenue Overcrossing). On April 1, 2005, a failure occurred in the pneumatic popup delineator system due to a major loss in air pressure (compressor failure). The system failure makes it necessary to manually place delineators in order to prevent wrong way accidents. This project repairs the two existing gates, replaces the compressor, and replaces selected leaking components.

5-SCr-1-PM 2.27 Route 1 in the County of Santa Cruz Resolution R-3612. This is the portion of Route 1 right of way in the County of Santa Cruz, at Harkins Slough Road, consisting of a bridge wingwall built and maintained by the County within State Right of Way.
7-LA-2-PM 5.9/7.7 Route 2 in the City of Beverly Hills Resolution R-3613. This is the Route 2 right of way in the City of Beverly Hills, and is being relinquished under terms and conditions as stated in the cooperative agreement dated July 19, 2005, determined to be in the best interest of the State. Authorized by Chapter 594, Statutes of 2003, which amended Section 302 of the Streets and Highways Code.
8-SBd-30-PM 0.0/0.25 Route 30 in the City of Upland Resolution R-3614. This is right of way in the City of Upland, along the old alignment of Route 30, from the westerly city limits to 0.25 mile east of the westerly city limits, consisting of superseded highway right of way.
12-Ora-73-PM 4.3 Route 73 in the City of Irvine Resolution R-3615. This is former Route 73 right of way in the City of Irvine, at University Drive South, consisting of reconstructed and relocated city streets.
2.3d. One Vacation Resolution: 3-Sut-20-PM 4.2/5.2 Route 20 in the County of Sutter Resolution A-861. This is right of way in the County of Sutter, between North Tarke Road and West Butte Road, consisting of highway right of way easement no longer needed for State highway purposes.
2.5d. Financial Allocation for Projects that exceed 20 Percent of their Programmed Amount. Two projects totaling $53,196,000:
06-Ker-58 STIP project in Kern County. Current programmed value of $2,884,000 and current estimate of $4,897,000 for an increase of 70% over the programmed amount. This is rehabilitation of the roadway from west of West Junction Route 14 to West Junction Route 14, and from east Junction Route 14 to east of East Junction Route 14 in advance of relinquishment. The cost increase is primarily due to an increase in unit price of Asphalt Concrete (AC).
07-Ven-23 STIP project in Ventura County. Current programmed value of $34,180,000 and current estimate of $48,299,000 for an increase of 41% over the programmed amount. This is the Route 23 Thousand Oaks Freeway Widening. In Thousand Oaks from Route 101 to New Los Angeles Avenue. The project proposes to widen Route 23 from Route 101 to New Los Angeles Avenue in Ventura County from four lanes to six lanes by adding a lane in the median. It also adds traffic congestion management systems including Closed Circuit Televisions (CCTV), ramp metering, traffic monitoring stations, and soundwalls. The cost increase is primarily due to price increases in concrete pavement, aggregate base, structural concrete, concrete barrier, bar reinforcing steel, traffic control system, and asphalt contract items over the last year.
The September agenda will be examined in the October updates, as the meeting hasn't happened yet and the book items are not yet available.

March 2005 2.3d. Vacation Resolution.
(also in April 2005) 03-Sac-5 PM 23.5 Route 5 in the City of Sacramento. This vacates the publics right to use roadway connectors in the City of Sacramento, along I-5 between N Street and Capitol Mall and between Capitol Mall and L Street. The connectors were constructed around 1964 as part of the I-5 freeway project. At the time, Capitol Mall (formerly LRN 6 which was signposted as US 40) was the principal route for traffic traveling between Sacramento and San Francisco resulting in high volumes of inter-regional and local traffic using the same corridor. Upon completion of the freeway system in Sacramento, inter-regional traffic on Capitol Mall was almost completely eliminated. Traffic operation studies have concluded that these connectors are no longer necessary. The connectors are currently maintained by the City of Sacramento and reimbursed by Caltrans. Terminating the publics right to use the connectors creates excess land that can be combined with other excess parcels and sold.

Henry Waxman was of great help in this. Good references were the text of the conference report accompanying HR3, the Thomas search engine for Congress, the Earmark Database from Taxpayers for Common Sense (which doesn't reflect the conference results), and some other stuff I found in search engines. The California Institute for Federal Policy Research also has an excellent page on transportation reauthorization information. Senator Boxer also has a page on the bill, including a list of projects. Updated specific highway information on the following routes, based on my research and contributions of information (direct mail or via Usenet) from an Anonymous Contributor, Dennis Carr(1), Patrick C. Carroll(2), Andy Gross(3), Joe Rouse(4): Route 22(1), Route 29(2), Route 84(3), Route 238(3), I-80(4), US 101.
Did the usual round of link updates.
Added updated information on mile markers to the post mile numbering section, based on information posted on misc.transport.road by Joe Rouse. This information was included with his permission. The discussion also incorporates responses on the original post that were on misc.transport.road, including a post by argatlam_roads.
Updated the legislative information page. There were two new potential naming resolutions of interest, but we are far too early in the legislative process for the silly signing season to have started.
Attempted to check the January 2005 CTC meeting agendas, but the meeting agendas still show as "Not Available". Perhaps next month.
Note: Changes before early 1996 were not specifically noted, although this site, in various forms, dates back at least as far as 1986, when the first postings of California Highway Lists were made to ca.driving.
