December 2.1b.(4). STIP Amendment 04S-011. The Riverside County Transportation Commission (RCTC) is requesting this amendment. RCTC proposes to extend the project limits for the Route 91 High Occupancy Vehicle (HOV) Lanes project (PPNO 0092A) in Riverside County to close the gap of the HOV lane in the eastbound direction, between Adams Street and Mary Street. Programmed RIP funds of $13,070,000 for the design phase will remain the same.

Designates Route 18 in San Bernardino County at post mile 21.4,

SB 87 (Hollingsworth) State Highway Route 79
Changes the definition of Route 79 to be (a) From Route 8 near
Descanso to Route 78 near Julian; (b) Route 78 near Santa Ysabel to the
Temecula city limits east of Butterfield Stage Road; (c) Temecula city limits
south of Murrieta Hot Springs Road to Route 74 near Hemet; and (d) Route 74
near Hemet to Route 10 near Beaumont. The portion within Temecula may be
relinquished. The relinquishment agreement shall require that the operations
and maintenance of the highways will be administered consistent with
professional traffic engineering standards, that appropriate traffic studies or
analysis will be performed to substantiate decisions affecting the highways,
and that there be allowances for public notice and the consideration of public
input on the proximate effects of any proposed decision on traffic flow,
residences, or businesses, other than a decision on routine maintenance.

SB792 (Sher, Mullin, Yee). State parks: Martini Creek
Bypass.
Requires the Department of Transportation to sell and transfer
certain property under its control in the County of San Mateo as surplus state
property to the Department of Parks and Recreation for state park purposes.
This bill was in response to San Mateo County Measure T (1996), which
proclaimed that the construction of a surface bypass in this area would
seriously damage the watersheds, wildlife habitats, and parks of Montara and
San Pedro Mountains, and directing the amendment of their local coastal program
to provide for a tunnel alternative to such a bypass. After Caltrans determined
that a freeway bypass over Montara Mountain ("Devils Slide") is not currently
viable, the property located in the existing Martini Creek Devil's Slide bypass
right-of-way for the realignment of Route 1 from the northern boundary of the
town of Montara (State Parcel Number 39874) to past the alignment summit over
Montara Mountain (State Parcel Number 39873 and a large portion of State Parcel
Number 39872), hereinafter "the Martini Creek Bypass Alignment," became surplus
state property located within the coastal zone. This bill relinquishes the
property, in order to add it to the McNee Ranch Acquisition area of Montara
State Beach. Surprisingly, this transfer removes the last hurdle for the state
Department of Transportation, which has been trying since the late 1950s to
create a bypass for slide-prone Highway 1 between Pacifica and Montara.
Caltrans officials hope to begin work in January 2005 on a pair of 4,000-foot
tunnels that will speed drivers under San Pedro Mountain, completing the
project by 2010. San Mateo County approved the $270 million project in May, but
the tunnel was held up when the state Coastal Commission filed an appeal in
July, pending transfer of the surplus Caltrans property near the tunnel to the
state Parks Department. Chaptered September 9, 2004. Chapter 390.
SB 1375 (Scott). State Highway Route 164.
Relinquishes portions of Route 164, changing the definition to be
"Rosemead Boulevard from: (1) Gallatin Road near Pico Rivera to the northern
city limit of Temple City in the vicinity of Callita Street and Sultana Avenue.
(2) The northern city limit of Temple City in the vicinity of Callita Street
and Sultana Avenue to the southern city limit of the City of Pasadena." It also
permits relinquishment to the County of Los Angeles that portion of Route 164
described as (2) pursuant to the terms of a cooperative agreement between the
county and the department, upon a determination by the commission that the
relinquishment is in the best interests of the state. Said relinquishment
becomes effective immediately following the recordation by the county recorder
of the relinquishment resolution containing the commission's approval of the
terms and conditions of the relinquishment; at that point, the relinquished
portion of Route 164 ceases to be a state highway, and cannot be considered for
future readoption. Further, the County of Los Angeles shall maintain within its
jurisdiction signs directing motorists to the continuation of Route 164.

Relinquishment
Authorizes the CTC to relinquish any portion of Route 39
in the City of West Covina in Los Angeles County under certain conditions.

Designates the interchange of State Highway Routes 101 and
110 in the City of Los Angeles as the Bill Keene Interchange. Chaptered

Stop.
Designates the Westly rest stop on I-5 as the "Larry Combs

12-Ora-5-PM 39.1/39.2 Route 5 in the City of Anaheim. This is frontage road and reconstructed city street at Manchester Court and Lincoln Avenue.

AB 2823 (Benoit). Highway signs.
This bill
authorizes Caltrans to place and maintain signs on state highways directing
motorists to culturally unique and historically significant communities if
certain conditions are satisfied. Specifically, signs can be placed on state
highways directing motorists to communities within the geographical boundaries
of a city, county, or city and county if all of the following conditions are
satisfied: (a) The name of the community is culturally unique and historically
significant. (b) The name of the community has resulted from the influence of a
culture over a significant period of time. (c) The general public and media
commonly recognize the name of the community. (d) The community is located
within a city, county, or city and county. (e) Signs are consistent with the
signing requirements for the state highway system. (f) The geographical
boundary of the community is within three miles of the state highway exit. (g)
Trailblazing signs are installed on the appropriate streets or roads prior to
installation of signs on the state highway. (h) The city, county, or city and
county provides funds from nonstate sources that cover all costs for the
Department of Transportation to place and maintain, or cause to be placed and
maintained, appropriate signs on state highways. (i) The governing body of the
city, county, or city and county in which the community is located adopts a
resolution that designates the name of the community that is to be used on
directional signs, defines the geographical boundaries of the community, and
requests the department to post signs on state highways. Chaptered August 16,

SCR 70 (Ducheny). Victor V. Veysey
Expressway.
Designates the portion of Route 78 "Brawley Bypass" from
Route 86 near Brawley to the Highline Canal east of Brawley, in the County of
Imperial as the Victor V. Veysey Expressway. This measure would also
designate the western terminus of the Ben Hulse Highway to be the junction of
Route 78 and Route 111, upon its construction. Chaptered July 16, 2004, Chapter

Reviewed the June CTC Agenda for items of interest. Noted the following items:
2.2a. Environmental Matters - Notice of Preparation (NOP) of an Environmental Impact Report (EIR) : Route 101 in Mendocino County - Realign highway near Leggett (NOP). This is a minor realingment to bypass a rockslide.
2.2b. Environmental Matters - Comments on Documents in Circulation (Draft EIS/EIR): Route 80 in Sacramento and Placer Counties - Construct freeway improvements in Citrus Heights, Roseville and Rocklin (DEIR).
2.2c. Environmental Matters - Approval of Projects for Future Consideration of Funding, Route Adoption or New Public Road Connection (Final Negative Declaration or EIR):
2.2c.(3). Route 99 in Madera County - Construct a freeway near Fairmead (ND).
2.2c.(4). Controlled Access Highway at 09-Iny-395 KP R104.6/114.6 (PM R65.0/71.2) in Inyo County near Manzanar (ND). This also includes (2.3a) a route adoption.

For the hell of it, started a blog at livejournal, called Observations Along The Road. Added a link to the blog to the front page and to the About Daniel Faigin page (which used to be my Pacificnet home page). The URL is http://www.livejournal.com/users/cahwyguy/. I'm thinking about adding a forum to cahighways.org, in order to collect FAQs. Please let me know if you have any opinions on this.

Designates Route 395 from the southern city limits of
Bishop to its intersection with Warm Springs Road in Inyo County as the
Police Officer Richard Perkins Memorial Highway.

Reviewed the February, April, and May CTC Agenda for items of interest. Note that the March 2004 meeting had been cancelled. Noted the following items of interest:
2004-02 2.1b.(2). The San Joaquin Council of Governments (SJCOG) is requesting this amendment. SJCOG proposes to move $16,040,000 in RIP funds from the Route 12 (Bouldin Island) Passing Lanes project (PPNO 7350) to the Tracy Widening, Stage 2 and 3 project (PPNO 7965B), and to move $2,629,000 in RIP funds from Route 12 Kettleman Lane Gap Closure project (PPNO 7398) to the Route 99 Widening in North Stockton project (PPNO 7673). The Route 12 (Bouldin Island) Passing Lanes project and the Route 12 Kettleman Lane Gap Closure project will be removed from the STIP. This also showed up in April 2004.
2004-02 2.2c.(1). Environmental Matters Approval of Projects for Future Consideration of Funding, Route Adoption or New Public Road Connection (Final Negative Declaration or EIR): Approval of Project for Consideration of Funding Route 10 in Los Angeles County Construct an HOV lane in each direction in Baldwin Park, West Covina, Covina, San Dimas, Pomona and unincorporated Los Angeles County (ND).
2004-02 2.3a. One Route Adoption Notice of intention to Consider Rescinding Freeway Adoption. 03-Sut-99-KP-57.9/68.0 (PM 36.0/42.2) & 03-But-99-KP-0.0/21.1 (PM 0.0/13.1) Route 99 in Sutter & Butte County. This was to have been the bypass of Live Oak and Gridley.
2004-02 2.3c. Six Relinquishment Resolutions: These have all been seen before; they are roads that were bypassed by freeway or expressway construction.

2004-04 2.2a. Negative EIR: Route 65 in Tulare County - Realign route and construct four-lane expressway near Lindsay (NOP).
2004-04 2.3c. Three Relinquishment Resolutions. These are new ones.
01-Lak-175-PM 23.8 Route 175 in the County of Lake. This is right of way at Anderson Springs Road, consisting of reconstructed and relocated county road.
07-LA-105-PM 3.7 Route 105 in the City of Hawthorne. This is between 115th and 116th street, and consists of reconstructed and relocated city street, frontage road, and a cul-de-sac.
08-SBd-58-PM 29.7/39.3 Route 58 in the County of San Bernardino. This is from 0.3 mi E of Dixie Road and the county line, and is routing superseded by the new highway.
2004-05 2.3a. One Route Adoption for a Controlled Access Highway at 03-Sut-99 KP 27.0/33.8 (PM 16.8/21.0) in the County of Sutter. This is a bypass and upgrade to controlled access highway that bypasses the town of Tudor, from Central Ave to Route 113.
2004-05 2.3c. Two Relinquishment Resolutions:
07-LA-19-PM 12.3/16.6 Route 19 in the City of Pico Rivera. This is the portion of Route 19 from Telegraph Road to Gallatin Road. The relinquishment was authorized by the legislature.
07-LA-105-PM R4.7 Route 105 in the City of Inglewood. This is from Lemoli Ave to Crenshaw Blvd, and consists of reconstructed and relocated city streets and cul-de-sacs.
April 2004:
First and foremost : Given the problems that have been surfacing at Pacificnet (inability of the system administrators to restore the shell machine, as well as an inability to provide a reliable news feed), moved the site to a new hosting provider (www.westhost.com), and eliminated the URL redirection domain. Please let me know if there are any problems with the new domain. Please correct any of your websites or bookmarks to refer to www.cahighways.org, and not www.pacificnet.net/~faigin/CA-HWYS/. Note that this didn't affect any other redirection domains under cahighways.org.

Reviewed the January CTC Agenda for items of interest. Note that the December 2003 meeting had been cancelled.. Most of the items involved moving local funds to replace state funds on projects; changing the schedule of projects; and in a few cases (such as Route 43, Route 71), deprogramming funds and suspending the project (primarily, these were widenings). There were two relinquishement resolutions, both held over from December:

2.3a. Route Adoption. Notice of intention to Consider Rescinding Freeway Adoption 03-Sut-99-KP-57.9/68.0 (PM 36.0/42.2) & 03-But-99-KP-0.0/21.1 (PM 0.0/13.1) State Route 99 in Sutter & Butte County. This was an alternative for the bypass of the cities of Live Oak and Gridley on Route 99. This was a freeway route adoption. It was 6.2 mi of Route 99 from Encinal Road at PM 36.0 to PM 42.2 in Sutter County, as well as at 13.1 mi route from the Sutter/Butte county line to PM 13.1 in Butte County.
2.3c. Route Relinquishments:
03-Nev-89-KP 1.4 Route 89 in the Town of Truckee. This is along the old alignment of Route 89, 1.4 KM N of I-80, which is superseded state highway right of way.
08-SBd-62-PM 8.7/14.9 Route 62 in the Town of Yucca Valley. This is frontage roads in Yucca Valley, from Fairway to Ronald Drive.
08-SBd-66-PM 10.9/17.1 Route 66 in the City of Fontana. This is a portion of Route 66 in Fontana, authorized by SB 857 (Chapter 251, 8/26/2002).
11-SD-125-PM 18.1/18.5 Route 125 in the City of El Cajon. This is relocated and reconstructed city streets, between Tahoe St. and Freeborn Way.
11-SD-125-PM 18.8 Route 125 in the City of El Cajon. This is relocated and reconstructed city street at Navajo Road.
11-SD-125-PM 19.2 & 19.7 Route 125 in the City of El Cajon. This is relocated and reconstructed city street and cul-de-sacs, at Katherine Street and on Sladon Drive.
2.3d. Vacation Resolution. 03-Nev-89-KP 1.4/1.7 Route 89 in the Town of Truckee. This is along the old alignment of Route 98, from 1.4 km N of I-80 to 1.7 km N of I-80, which was superseded by new highway.
January 2004:
No changes this month. I've been indulging my other hobby, boardgaming, over at the Board Game Geek. However, I did create a List of Highway Related Games.
Note: Changes before early 1996 were not specifically noted, although this site, in various forms, dates back at least as far as 1986, when the first postings of California Highway Lists were made to ca.driving.
